The National University of
Educational Planning and Administration (NUEPA), established by the
Ministry of Human Resource Development, Government of India, is a premier
organization dealing with capacity building and research in planning and
management of education not only in India but also in South Asia. In recognition
of the pioneering work done by the organization in the field of educational
planning and administration, the Government of India have empowered it to
award its own degrees by way of conferring it the status of Deemed to be
University in August, 2006. Like any Central University, NUEPA is fully
maintained by the Government of India.

he National University has its origin
dating back to 1962 when the UNESCO established the Asian Regional
Centre for Educational Planners and Administrators which later
became the Asian University of Educational Planning and
Administration in 1965. After 4 years of its existence, it was taken
over by the Government of India and renamed as the National Staff
College for Educational Planners and Administrators. Subsequently,
with the increased roles and functions of the National Staff
College, particularly in capacity building, research and
professional support services to governments, it was again renamed
as the National University of Educational Planning and Administration
(NIEPA) in 1979.

The National University comprises nine
Departments, which are :
(i) Department of Educational Planning;
(ii) Department of
Educational Administration;
(iii) Department of
Educational Policy;
(iv) Department of Educational Finance;
(v) Department of School and Non-formal Education;
(vi)
Department of Higher & Professional Education;
(vii) Department of Comparative Education &
International Cooperation;
(viii) Department
of Inclusive Education;
(ix)
Department of Educational Management Information System
(x) Department
of Foundations of Education;
It has an outstanding
multi-disciplinary faculty and a library which is well stocked
with a large number of books, national and international journals
and official documents in the area of educational planning and
administration.
In addition to its multifarious
activities, the National University offers full-time M.Phil.
Programme and
both full-time and part-time Ph. D Programmes in educational policy, planning, finance
and administration from a broader inter-disciplinary social science
perspective. The focus areas of research cover
school education, higher education, inclusive education,
constitutional rights and law, management information system, etc.
from both national and international development perspectives.
NUEPA conducts approximately 50-60 training courses annually. The
University has two long term (six month) regular diploma programmes:
• Diploma in Educational Planning and Administration (DEPA)
for national participants.
• International Diploma in Educational Planning and Administration
(IDEPA) for international participants.
So far, more than 250 officers from different states in India have
attended the DEPA programme, and about 160 foreign nationals from
40 countries have participated in the IDEPA programme.
Every year, NUEPA organizes different workshops for Indian education
officials, including regional and district officials, school and
college principals, university registrars and librarians. They cover
topics as diverse as 'planning and management of tribal education',
'district planning', 'management of girls' education' and so on.
For a number of years, the University has been organizing several
training programmes of short duration for educational administrators
from countries of the South Asian region.
Research is carried out in the area of educational planning and
administration, an area which is particularly promoted and supported
by NUEPA. In this regard, it runs a scheme for providing assistance
to researchers from other institutions to encourage them to undertake
research in this area. Some of the ongoing projects relate to the
All India survey of educational administration, school mapping,
women's development, national sample survey for monitoring of universal
elementary education, management of autonomy in educational institutions,
and effective utilization of resources in education.
Whilst the University publishes books, monographs and occasional
papers based on its research, it also brings out two academic journals:
the quarterly 'Journal of Educational Planning and Administration'
(in English, with a translation version in Hindi); and, 'Pariprekhsya
(in Hindi).
NUEPA extends professional advice and support to the government
for all national level initiatives in the area of its operation
and it provides professional input to state-level initiatives. At
the moment, it plays an important advisory role in the design and
implementation of the 'District primary education programme'.
